Naturaleza de los Recursos del Fondo Especial Cuota de Fomento. Los recursos del Fondo Especial Cuota de Fomento son públicos, por lo tanto, quienes estén a cargo de su administración y/o recaudo serán patrimonialmente responsables por los mismos.
