La solicitud de la guía debe proceder a toda operación con la hoja que demande la formalidad del amparo. De consiguiente, ninguna cantidad de tabaco podrá sustraerse de su depósito, ni pasar de un tenedor a otro, sin previo aviso del traspaso al respectivo agente para que ampare al nuevo tenedor. Exceptúanse de esta formalidad las cantidades vendidas al detal por las cuales el vendedor expedirá a los compradores boletas de aviso, con la advertencia de que deben ser presentadas a la Administración para su cambio por licencias de consumo.
