Art. 33. Todos los funcionarios del orden político y municipal, cada uno dentro del territorio de su jurisdicción, son Inspectores de la Instrucción pública primaria, y como tales tienen facultad para inspeccionar el cumplimiento de las disposiciones sobre la materia, visitar las escuelas y examinar los trabajos de los diferentes empleados que intervienen en la inspección y en la administración del ramo, pero no podrán alterar las reglas establecidas por los Inspectores generales y los Inspectores provinciales y locales.
