Para el ejercicio de las facultades que por esta ley se le confieren, el Presidente de la República estará asesorado por sendas Comisiones integradas por dos Senadores y dos Representantes en cada una de ellas, designados por la Mesa Directiva de las Comisiones Primeras de ambas Cámaras y por tres expertos en Derecho Procesal y Derecho Penal Aduanero, para cada una de ellas, nombrados por el Gobierno.
