Artículo primero. Cédase a favor del Departamento del Magdalena el derecho de dominio que tiene la Nación sobre el suelo de propiedad de ésta que forma parte de la Villa Olímpica "Simón Bolívar", situada en la ciudad de Santa Marta, y sobre toda clase de obras y mejoras construidas por la Nación en la citada Villa en terrenos pertenecientes a ésta, al Departamento del Magdalena y al Municipio de Santa Marta.
