Las disposiciones generales que se introduzcan en el Presupuesto sólo estarán en vigor durante el ejercicio de cada Presupuesto. En ningún caso se podrán dictar leyes nuevas ni modificar las existentes por medio de preceptos contenidos en las disposiciones transitorias que se introduzcan en la Ley de Presupuesto.
