Si de la venta de que habla el artículo 1° se excluyeren los terrenos y anexidades que existen dentro del perímetro urbano de la ciudad de Bogotá, de propiedad del Ferrocarril, para el avaluó se tendrá en cuenta esa exclusión, y ésta se hará en cuanto no sean indispensables los terrenos y anexidades para el funcionamiento del Ferrocarril.
