Art. 3.° Autorízase al Poder Ejecutivo para que, cuando las circunstancias del Tesoro lo permitan, haga poner en el Magdalena dos máquinas de escavacion movidas por vapor, que se ocupen constantemente en allanar las dificultades que hoi estorban la navegacion del bajo Magdalena.
