º . El Ministro de Transporte podrá constituir mediante resolución grupos internos de trabajo permanentes o transitorios que sean necesarios al interior de las Direcciones Territoriales, con el fin de racionalizar su trabajo y garantizar la ejecución de las funciones, planes y programas.
