Designación y status jurídico. El Instituto tendrá un Gerente General, agente del Presidente de la República, de su libre nombramiento y remoción, quien será el representante legal de la institución y su primera autoridad ejecutiva, responsable de su funcionamiento y el eficaz desarrollo de sus objetivos.
