Los contratos que el Gobierno celebre en desarrollo de los artículos 2° y siguientes de esta Ley, no necesitarán aprobación del Congreso, si ellos reúnen, además, las condiciones fijadas en el artículo 5°, y si obtienen concepto favorable tanto del Concejo de Ministros como del Consejo de Estado.
