Art. 3.° Igualmente se autoriza al Poder Ejecutivo para que, en el caso de que el alto Magdalena presente dificultades para el establecimiento permanente de la navegacion por vapor, pueda aplicar, en la forma que lo estime por conveniente, hasta cincuenta mil pesos ($ 50,000) con el objeto de allanarlas.
