º. Los derechos de que trata el artículo anterior, se causarán cuando las actuaciones se realicen a nivel nacional por el Ministerio de Relaciones Exteriores o el ente delegado para tal fin, y en el exterior, por los consulados y secciones consulares de las embajadas de la República.
