Art. 25. ° Los Concejos municipales tendrán su primera reunión ordinaria el 1º de noviembre de 1905; las Asambleas departamentales, el 15 de noviembre de 1905, y unos y otros continuarán instalándose ordinariamente cada dos años.

El Congreso se reunirá cada dos años, á contar desde el 1 de febrero de 1908.
