Artículo primero. La junta de que trata el Decreto número 3105 de 20 de diciembre de 1956 tendrá un Presidente Ejecutivo con las funciones que ésta le asigne, y será el funcionario de enlace entre el Gobierno y todas las organizaciones, entidades o personas que tengan nexos con el III Congreso Iberoamericano de Seguridad Social.
