ARTICULO DECIMOCUARTO. Todo contrato que imponga obligaciones a favor de las Instituciones de Utilidad Común debe ser garantizado por caución calificada previamente de suficiente por el Departamento de Asistencia Social. El Departamento puede delegar esta atribución en funcionarios de la Contraloria Nacional o Departamental del respectivo lugar o de un lugar cercano, cuando a su juicio tal cosa sea conveniente para la rápida solución del asunto o por tener mejor conocimiento de causa.
