La Dirección general de Correos y Telégrafos hará que se cumplan fielmente todas y cada una de las disposiciones contenidas en este Decreto, y desplegará la mayor actividad y celo para evitar cualquier abuso en la franquicia, imponiendo á los telegrafistas las sanciones correspondientes, llamando la atención á los empleados que cometan tales abusos, ó dando cuenta de ellos al Presidente de la República, según la categoría del funcionario que en ellos incurra.
