El presente Decreto rige a partir de la fecha de su expedición, deroga las disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de febrero de 1981, de conformidad con el artículo 11 del Decreto-Ley número 325 de 1981. Comuníquese y cúmplase.
