º Cuando las necesidades del servicio así lo requieran, el Contralor General de la República podrá, previo concepto de la Oficina de Planeación, efectuar traslados de cargos entre las distintas dependencias de la entidad. Dichos traslados deberán respetar el volumen total de cargos fijado en la planta de personal.
