Las secretarías de educación departamentales y distritales expedirán el acto administrativo de reconocimiento oficial o de licencia de funcionamiento como escuelas normales superiores a las escuelas normales en proceso de reestructuración que hayan recibido del Ministerio de Educación Nacional la acreditación previa, en los términos establecidos en el artículo 19 del presente decreto. El reconocimiento oficial o la licencia de funcionamiento se otorgará de manera indefinida, sin perjuicio de lo dispuesto en el artículo 24 de este decreto.
