Una vez construido el Hospital Regional de la ciudad de El Carmen (Bolívar), y hecha la correspondiente dotación, la Nación podrá contratar la administración del mismo con la Beneficencia del Departamento de Bolívar. Si así no lo hiciere, destinará para su sostenimiento la cantidad de cincuenta mil pesos ($ 50.000.00) mensuales, suma que será incluida en cada uno de los Presupuestos Nacionales.
