De la misma manera se procederá cuando se anulen las elecciones de Consejeros Municipales, o llegue a faltar absolutamente, antes de los últimos meses del período, un número tal de principales y de suplentes que no se pueda formar el quorum o mayoría suficiente para que funcione la corporación, o cuando se hayan creado nuevos Municipios que deban comenzar a funcionar tres meses antes de la fecha de las votaciones siguientes para miembros del Consejo.
