Entre los gastos á que hace referencia el artículo 91 de la Ley 30 de 1888, no quedan comprendidos los referentes al personal y material de los Juzgados y demás empleos municipales, gastos que serán de cargo de los Municipios respectivos, cuyos Consejos votan los gastos locales, de conformidad con el artículo 199 de la Constitución.
