suscripción de documentos. Todos los documentos que impliquen operaciones de carácter financiero serán suscritos por el Ministro de obras Públicas en su carácter de representante legal del fondo, quien podrá delegar en los funcionarios a que se refiere el

Parágrafo

del artículo 21del Decreto 1050 de 1968. en este evento, el funcionario que reciba la delegación deberá pasar al ministro cada mes una relación de los actos verificados en virtud de dicha delegación.
