Para lo previsto en el artículo anterior el Gobierno, directamente o por intermedio del Instituto Colombiano de la Juventud y el Deporte (COLDEPORTES), procederá a concluir el Estadio "Bellavista" de Buenaventura, ejecutando sus obras complementarias, ensanchar el actual Coliseo Cubierto o construir uno nuevo, con las instalaciones adecuadas al desarrollo de competencias bajo sombra. Así mismo, dentro de las obras que esta Ley autoriza, se incluirá un obelisco, en homenaje a los braceros portuarios, que deberá levantarse en sitio apropiado de la zona portuaria.
