Créase en la capital de la República, y con carácter nacional, una casa de corrección donde cumplan condena los menores de diez y ocho años que sean penados conforme a las leyes. En dicha casa habrá también un departamento destinado a recibir los hijos pupilos rebeldes a quienes sus padres o tutores quieran colocar allí para su corrección. Este instituto no tendrá carácter penal sino de educación, pero con régimen muy severo. Se procurará que el sitio para esta casa sea amplio e higiénico y fuéra del recinto de la ciudad.
