El contrato o contratos que celebre el Gobierno en desarrollo de esta ley, no quedan sujetos al requisito de licitación pública, ni necesitan de la ulterior aprobación del Congreso. Bastará que respecto de ellos el Consejo de Estado decida si se ajustan a las autorizaciones de la presente ley y de la 77 de 1912
