Esta suma se incluirá en el Presupuesto de la próxima vigencia, pudiendo el Gobierno abrir el crédito o créditos necesarios, si no quedare incluido en dicho Presupuesto; también puede el Gobierno realizar una operación de crédito, con cualquier entidad bancaria, para la efectividad del auxilio que se decreta en esta Ley.
