Todos los contratos celebrados en nombre del Estado requieren la aprobación del Presidente de la República, con la firma del Ministro respectivo. Exceptúanse de lo dispuesto en este artículo, los contratos cuyo valor sea menor de mil pesos ($1.000) moneda legal, y los celebrados en licitación pública, cualquiera que sea su cuantía, los cuales sólo necesitan la aprobación del respectivo Ministro.
