Cuando el Servicio Nacional de Aprendizaje, SENA, y el Instituto Colombiano de Bienestar Familiar, ICBF, no estén en condiciones de adelantar directamente las actividades indicadas en los artículos anteriores, celebrarán convenios como los previstos en el artículo 5º. de esta ley con las entidades que resulten adecuadas por la especialización de sus funciones y los programas o actividades que vayan a ejecutarse.
