Tan luégo como el Departamento de Nariño haya terminado el camino que conduce de Altaquer al río Rosario, podrá cobrar los impuestos fluviales establecidos en los demás ríos navegables, con la obligación de aplicar ese producto a la formación del puerto y expedita navegación del expresado rio.
