°. Solicitud de declaratoria de existencia de Zonas Francas Permanentes Especiales de que trata el presente Decreto. Para obtener la declaratoria de existencia de una Zona Franca Permanente Especial en los términos de este decreto, deberá presentarse la correspondiente solicitud ante la autoridad competente por parte de la persona jurídica que pretenda ser el usuario industrial de la misma, conforme con lo dispuesto por el Decreto 2685 de 1999 y sus modificaciones, adiciones o normas que lo sustituyan.
