Art. 285. El Administrador de la Aduana de Cúcuta proveeverá temporalmente las vacantes que ocurran en los empleos de la Aduana i del Resguardo, pudiendo remover libremente los guardas ; pero dará de todo cuenta inmediatamente al Secretario de Hacienda de la Union para que se hagan los nombramientos en propiedad.
