Artículo a). Mientras no se dicte por el Congreso la ley orgánica del Consejo de Estado y de los Tribunales Administrativos, estas corporaciones continuarán funcionando en la forma actual. La ley podrá fijar a los nuevos Consejeros de Estado que se elijan en desarrollo de esta Reforma, períodos menores de los señalados en ella, con el objeto de que pueda cumplirse la renovación parcial de la corporación.
