ARTICULO 114. VIGENCIA Y DEROGATORIAS. El presente Decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial las del Decreto-ley 1214 de 1990 y el Decreto 2909 de 1991, con excepción de las relativas a los regímenes pensional, salarial y prestacional.
