El Instituto Nacional de Radio y Televisión ajustará sus operaciones a un presupuesto anual de ingresos y egresos que someterá a la aprobación del Ministerio de Comunicaciones. En dicho presupuesto deberá incluir forzosamente con destino a la Caja de Previsión Social de Comunicaciones, las partidas suficientes y necesarias para cubrir las prestaciones sociales de sus empleados.
