ARTICULO 21. LA PRESTACION INDIRECTA DEL SERVICIO. LICITACION PUBLICA. La concesión para la prestación del servicio de telefonía móvil celular sólo podrá otorgarse en gestión indirecta, mediante contrato administrativo, previa licitación pública, la cual se someterá a las regulaciones previstas en el Decreto-Ley 222 de 1983, o las normas que lo sustituyan modifiquen o adicionen, la Ley 37 de 1993, el Decreto-Ley 1900 de 1990 y las disposiciones contenidas en este Decreto.
