Decláranse de utilidad pública e interés social los planes de modernización, desarrollo portuario y vivienda, o remodelación urbana que "Puertos de Colombia" o el Instituto de Crédito Territorial realice con base a la Ley 56 de 1964 . En consecuencia, Autorízase a "Puertos de Colombia" o al Instituto de Crédito Territorial, para adelantar los juicios de expropiación de los inmuebles necesarios para la ejecución de dichos planos.
