Art. 5º No se emitirán en lo sucesivo billetes para el cambio de los deteriorados ni de los departamentales que la Nación esté obligada a recoger. A este servicio atenderá la Junta nacional de Amortización con los billetes en buen estado que obtenga por la venta de libranzas, mientras llegaren los que ha pedido al Exterior, y serán los billetes deteriorados que se obtengan por el cambio los que se incinerarán de preferencia.
