ARTICULO 11 . El presente Decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el Decreto-ley 130 de 1991, deroga el Decreto 23 de 1993, y surte efectos fiscales a partir del 1º de enero de 1994.
