En terrenos distintos de los enumerados en el artículo anterior, no habrá lugar al pago a la Nación del canon de arrendamiento anual que en él se expresa por razón de superficie, y el impuesto de explotación será una cuota fija del ocho por ciento, del seis por ciento y del cuatro por ciento del producto bruto, respectivamente, en cada una de las zonas expresadas en el artículo 2º.
