Convocatoria de consultas. Con el propósito de lograr y mantener la normal prestación del servicio de transporte marítimo, a solicitud de parte o de oficio y cuando las circunstancias así lo ameriten, el Ministerio de Comercio Exterior podrá promover consultas con participación de los usuarios o sus representantes, las empresas de transporte marítimo o sus representantes, las conferencias marítimas o sus representantes y cualquier otro organismo que tenga funciones o responsabilidades dentro del sector del servicio de transporte marítimo, a fin de discutir problemas sobre la materia y concertar soluciones.
