Art. 7.° Los recaudadores de alumbrado y vigilancia son empleados públicos y están investidos de jurisdicción coactiva conforme á las leyes para compeler al pago á los deudores morosos, sin perjuicio de las providencias que á ese fin dicte el Gobierno cuando fuere necesario.
