En los Presupuestos Nacionales de la próxima y siguientes vigencias se apropiarán las partidas señaladas en el artículo segundo de esta Ley. En caso de no hacerse, el Gobierno queda plenamente facultado para abrir dentro de los Presupuestos los créditos adicionales o traslaciones que fueren necesarios a fin de darle cumplimiento al citado artículo.
