La suma a que se refiere el artículo anterior será entregada, por la Nación, al Instituto de Fomento Municipal, o a la entidad que lo sustituya, el cual tendrá intervención directa tanto en la negociación de compra que se celebre, como en la modernización que se realice o en el planeamiento y construcción del nuevo acueducto, caso de que así se resuelva. En caso de que llegase a celebrarse el contrato de compra, el pago respectivo se hará por conducto del Instituto de Fomento Municipal.
