Ninguna empresa industrial, agrícola, de comercio o de cualquiera otra naturaleza, establecida o que se establezca en el país y cuya nómina de sueldos y salarios sea o exceda de mil pesos ($1.000) mensuales podrá ocupar a empleados, contratistas u obreros extranjeros en cantidad mayor al diez por ciento (10 por 100) del personal de contratistas y obreros, y el veinte por ciento (20 por 100) del personal de empleados.
