Refórmase el artículo 66 del Decreto 1927 de 1975, en el sentido de que para la vigencia fiscal en curso, las Intendencias y Comisarías pueden abrir créditos y efectuar traslados presupuestales hasta el treinta y uno (31) de diciembre de mil novecientos ochenta y uno (1981).
