Dichas cantidades se incluirán cada año en el Presupuesto Nacional, dentro de las partidas correspondientes al Ministerio de Educación, y si no se hiciere así, el Gobierno queda autorizado para hacer los traslados necesarios o efectuar los créditos y contracréditos pertinentes dentro del Presupuesto Nacional.
