Artículo primero. Autorizar al Ministerio de Hacienda y Crédito Público para expedir, a favor del Banco de la República, pagarés de Deuda Pública Interna hasta por la cantidad de tres millones setecientos treinta y ocho mil doscientos pesos ($ 3.738.200.00) moneda legal, cuyo producto se destinará a financiar las obligaciones del Gobierno Nacional, en virtud de lo ordenado por la Ley 15 de 1959.
