Artículo primero. A partir del primero de enero de mil novecientos cuarenta y nueve, el Instituto de Estudios Especiales Carlos Finlay, de Bogotá, Departamento de Cundinamarca, funcionará en los terrenos y edificios que actualmente ocupa, con la flotación y demás enseres que pertenezcan a dicho Instituto, corno una dependencia del Ministerio de Higiene denominada "Instituto de Estudios Especiales Carlos Finlay".
